Mayor Jessica Fette called the regular meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Tuesday, March 3, 2026.
Kyle McDougall with the Erlanger Christian Church gave the invocation.
Members of City Council and citizens pledged allegiance to the flag.
The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson Hermes, Jennifer Jasper-Lucas, Diana Niceley, Rebecca Reckers, Renee Skidmore, and Renee Wilson.
Also present were: Mayor Jessica Fette, City Administrator Mark Collier, City Clerk Sherry Hoffman, and City Attorney Jack Gatlin.
MEETING MINUTES – M/S, Reckers-Niceley, that the minutes from the regular council meeting held on February 3, 2026 be approved as written. All ayes, no nays, motion carried.
APPROVAL OF AGENDA – M/S, Reckers-Jasper Lucas, to table the first reading of the Mayoral Pay ordinance with further discussion at the next caucus meeting. Seven ayes (Cahill, Skidmore, Jasper-Lucas, Wilson, Niceley, Reckers, Fields), two nays (Hermes, Farmer), motion carried.
M/S, Cahill-Reckers, to approve the agenda as amended. All ayes, no nays, motion carried.
SPECIAL PRESENTATIONS – Boone-Kenton Lumber was unable to attend for the Business Spotlight.
CITIZENS/PUBLIC COMMENTS – The following addressed Mayor and City Council:
- Marlene Pyke – In favor of reduced speed limit on Narrows Road
- David Lee – In favor of reduced speed and increased stop signs on Narrows Road
- Amy Bockrath – Concerned with water drainage and pond on Narrows Road
- Brian Bockrath – In favor of speed limit change on Narrows Road
- Olivia Anderson – Tichenor Middle School Mentor Program
- Johnna Herrmann – In favor of reduced speed limit and guardrail near The Glades for pedestrian safety on Narrows Road
- Erin Clemens – In favor of reduced speed limit and increased stop signs on Narrows Road
The following Council Members spoke regarding the Narrows Road project:
- Rebecca Reckers
- Received nine+ emails and messages from individuals who were not in favor of speed reduction. Nine individuals were also opposed to the increased number of stop signs.
- Suggested placing temporary stop signs to see if they address the issues before installing permanent ones and to conduct a speed study.
- Jennifer Jasper-Lucas
- Heard from two people; one person (anonymous) was in favor of lowering the speed limit instead of increasing the number of stop signs, the other individual (Matt Grummel) did not believe a traffic study warranted a change and opposed the proposed stop signs.
MAYOR’S REPORT – Mayor Fette reported on the following:
- She thanked everyone for attending the Public Workshop.
- She provided an update on the KYTC’s Dixie Highway Re-Configuration Project by stating it was still on pause. However, KYTC would start on curb replacements and that the resurfacing was not dependent on the re-configuration.
CITY ADMINISTRATOR’S REPORT – Mr. Collier reported on the following:
- SB237 – Formerly HB495, this is related to occupational license fees where revenue shifts for remote employees from their remote location to their corporate office location; this could hurt Erlanger; contact your legislators.
- KLC – Reported they were seeing a trend that this was an “anti-home rule” year; the state was wanting authority, showing hostility towards local governments.
- Budget – Documents went out two weeks earlier this year; finalizing the budget timeline that week.
CITY ATTORNEY’S REPORT – Mr. Gatlin addressed the public comment regarding the pond on Narrows Road:
- SD1 granted a permit for this project.
- The Public Works Department did not act alone, they worked with Viox and Viox, SD1, and leadership.
REPORT ON CAPITAL PROJECTS AND REPORTS FROM DEPARTMENT HEADS – Mr. Quinn reported on the following:
- Eons Park – Fence installed, lights and electric to be installed, water fountains ordered, pump track on delay due to weather, ribbon cutting this summer.
- Street Projects – Update on Concord, Deerchase, Thorntree, Locust Street, and Narrows projects.
REPORTS OF TASK FORCES –
- Open Records – Mr. Hermes announced the first meeting to be held on March 10, 2026 at 2:00 p.m. at the City Building; Ms. Jasper-Lucas requested a different time and advised that at least two council members needed to attend.
BIDS – Mr. Collier reported on the following bids:
- Silverlake Park Fence Project – The project was awarded to the lowest bidder, S&S Fencing.
- City Audit Services – The proposal was awarded to Cherry Beckaert.
UNFINISHED BUSINESS – None
NEW BUSINESS – Ms. Wilson thanked everyone who contributed to Chris Herrmann’s recycling program for a water fountain.
LEGISLATION – Mr. Gatlin read Ordinance No. 2592 creating a redevelopment and assessment moratorium program called RAMP. M/S, Niceley-Reckers, to approve the ordinance as written. All ayes, no nays, motion carried.
Mr. Gatlin read Municipal Order # 03-03-26-01 making the written determinations required by KRS 82.083 for the sale or other disposition of property owned by the City. M/S, Farmer-Wilson, to approve the municipal order as written. All ayes, no nays, motion carried.
Mr. Gatlin read Resolution No. 03-03-26-01 authorizing the Mayor to execute an interlocal agreement for Kenton County Regional Special Weapons and Tactics (SWAT), Inc. M/S, Farmer-Reckers, to approve the resolution as written. All ayes, no nays, motion carried.
