Mayor Jessica Fette called the regular meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Tuesday, August 4, 2026.
Kyle McDougall with the Erlanger Christian Church gave the invocation.
Members of City Council and citizens pledged allegiance to the flag.
The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson Hermes, Jennifer Jasper-Lucas, Diana Niceley, Rebecca Reckers, Renee Skidmore, and Renee Wilson.
Also present were: Mayor Jessica Fette, City Administrator Mark Collier, City Clerk Sherry Hoffman, Director of Economic Development/Assistant City Administrator Nick Eads, and Attorney Avery Dietz.
MEETING MINUTES – M/S, Farmer-Reckers, that the minutes from the regular council meeting held on July 7, 2026 be approved as written. All ayes, no nays, motion carried.
APPROVAL OF AGENDA – M/S, Jasper Lucas-Reckers, to remove item number 4 from legislation (Eons Memorandum of Understanding) because they had not had time to review it and requested further discussion at a caucus meeting. Seven ayes (Cahill, Skidmore, Jasper-Lucas, Wilson, Niceley, Reckers, Fields), two nays (Hermes, Farmer), motion carried.
M/S, Reckers-Jasper Lucas, to approve the agenda as amended. All ayes, no nays, motion carried.
SPECIAL PRESENTATIONS – Mr. Eads recognized Garry Williams’ Martial Arts as the City’s Business Spotlight. Mr. Collier presented a video highlighting Garry Williams’ business.
CITIZENS/PUBLIC COMMENTS – The following addressed Mayor and City Council:
- Corine Pitts – She asked if a study was done prior to decreasing the speed limit on Narrows Road, Mayor Fette responded that the City contracted with Viox and Viox who recommended it after conducting a traffic study; Ms. Pitts also commented that the additional stop signs were bothering people. Discussion followed regarding possible new issues caused by the new stop signs and decreased speed limit.
- Scott Berger – He responded to a presentation given the prior month regarding decreasing speed limits and adding speed humps on Sherbourne Drive; Mr. Berger asked the Mayor and Council to determine if there was a problem before making any decisions, acquire data, then address the situation, such as send a police officer; he asked that they address kids riding on scooters and bikes in the roadway.
MAYOR’S REPORT – Mayor Fette reported on the following:
- Eons Overlook – Mayor Fette recognized the Public Works Department for their work on the two overlooks.
- Wine and Food Festival – She also recognized Lauryn Groce and Nick Eads on their outstanding work as a team.
CITY ADMINISTRATOR’S REPORT – Mr. Collier reported on the following:
- Cram-a-Cruiser Event – August 5, 2026
- Erlanger Business Council Meeting – August 11, 2026
- Local Funding – Pierce Turner secured $35,000 funding for Skye Drive
- Tax Rate Update – Annual property assessment rolls were received; meeting schedules may be modified
CITY ATTORNEY’S REPORT – Mr. Dietz introduced himself as sitting in for City Attorney Jack Gatlin.
REPORT ON CAPITAL PROJECTS AND REPORTS FROM DEPARTMENT HEADS – Mr. Collier reported on the following:
- Dixie Highway Non-Configuration Project – The project was completed; Mayor Fette reported that the Kentucky Transportation Cabinet (KYTC) would be reviewing their contract to see if the curb was supposed to be included as part of the project.
- Graves and Home Street Project – The repaving would begin once the school construction was completed.
- McAlpin and Hope Street Project – The project would start next Spring.
- Linwood Street Project – The project would start in the Fall of 2026.
- Eons Dog Park – Now open to the public.
- Eons Maintenance Building – This project would start soon.
- Eons Overlook – This was completed.
- Locust Street Park Phase 1 Improvements Project – Project was awarded to Tumlin and Sons and was in the pre-construction phase.
REPORTS OF TASK FORCES – None
BIDS – Mr. Collier reported on the following:
- McAlpin Avenue and Hope Lane Milling and Overlay Project – Two bids were received; the bid was awarded to Riegler Blacktop; the lowest bidder removed their bid from consideration
- Linwood Avenue Street Reconstruction and Sidewalk Project – Four bids were received; the bid was awarded to Jefferson Contracting, who was the lowest bidder.
UNFINISHED BUSINESS – Ms. Jasper-Lucas followed up on questions regarding City volunteers that she had raised at a previous meeting. Mr. Collier replied that his responses to her questions had been provided in a meeting packet, but he would re-circulate them to the Mayor and City Council.
NEW BUSINESS – Ms. Wilson invited everyone to attend a Back-to-School event on Saturday, August, 8, 2026 at 1007 Garvey Avenue from 12-4 p.m.; lunch and produce would be provided.
Ms. Jasper-Lucas stated she heard the City’s contract for Flock cameras with Meet NKY had not been renewed, in which Mayor Fette confirmed. Ms. Jasper-Lucas read a list of questions pertaining to the Flock cameras, stated it may be more appropriate to have discussion at a caucus meeting, and advised she would email the list of questions. Mr. Collier responded that in the two year contract, Meet NKY paid for four cameras and the Police Department chose not to include the cameras in the budget.
LEGISLATION – Mr. Dietz read the second reading of Ordinance No. 2596 approving and adopting a supplement to the Code of Ordinances of the City. M/S, Hermes-Reckers, to adopt the ordinance as written. All ayes, no nays, motion carried.
Mr. Dietz read the first reading of an ordinance modifying section 31.02 of the Erlanger Code of Ordinances as related to compensation of elected officials.
Mr. Dietz read Municipal Order No. 08-04-26-01 amending the City of Erlanger procedures for meetings of the City Council. M/S, Jasper Lucas-Wilson, to adopt the municipal order as written. All ayes, no nays, motion carried.
Mr. Dietz read Resolution No. 08-04-26-01 adopting and approving the execution of a Memorandum of Agreement between the City of Erlanger and the Commonwealth of Kentucky, Transportation Cabinet, Department of Highways for in the amount of $35,000 for the Skye Drive project. M/S, Reckers-Wilson, to adopt the resolution as written. All ayes, no nays, motion carried.
ANNOUNCEMENTS – Mayor Fette introduced Max Fette and Ava Farmer, who joined Mayor and City Council at their seats during the meeting.
