08-27-2026 Special Caucus Meeting Minutes

Mayor Jessica Fette called the special caucus meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Thursday, August 27, 2026.

The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson Hermes, Jennifer Jasper-Lucas, Diana Niceley, Rebecca Reckers, Renee Skidmore, and Renee Wilson. 

Also present were: Mayor Jessica Fette, Chief of Police Mike Leming, City Administrator Mark Collier, City Clerk Sherry Hoffman, Director of Finance and Human Resources Kara Kramer, and City Attorney Jack Gatlin. 

SPECIAL CAUCUS DISCUSSIONS

2026 Tax Rates

  • Discussion
    • A tax rate memo had been sent out by Ms. Kramer.
    • Staff recommended the compensating tax rates of 0.241 per $100 of the assessed value for real property and 0.195 per $100 of the assessed value for tangible property.
  • Action Requested
    • The first reading of an ordinance approving the tax rates on September 1, 2026.
    • The second reading of an ordinance approving the tax rates on September 8, 2026.

    Eons Memorandum of Understanding (MOU)

    • Discussion
      • Mayor Fette asked to remove the topic from the agenda. She advised after speaking with the partners and staff, they needed time to make revisions to the MOU.
      • Ms. Jasper-Lucas addressed concerns with the current MOU, including questions she had. She advised these could be addressed while they were revising the MOU. Ms. Jasper-Lucas also stated she would email the questions to everyone.

      Flock Cameras

      • Discussion
        • Mr. Collier and Chief Leming answered the questions Ms. Jasper-Lucas submitted at the last council meeting, as well as additional questions asked during this meeting.
          • The two year pilot contract with MeetNKY gave the City access to four cameras that were installed; MeetNKY paid for everything.
          • The Police Department was not interested in renewing the contract; they did not include the flock cameras in the budget; the City Attorney was not involved in this decision.
          • The flock cameras were only a piece of the case, so the Police Department did not have an exact number of arrests to provide; there were successes and they could be beneficial, but the department could operate without the use of the cameras.
          • In regards to the cameras violating the 4th amendment, Chief Leming advised that as of now, there was no case law that said they could not be used.
          • All the flock cameras had been removed except one that was inactive and would be removed; it was a fifth one that was not paid for by the City and was not part of the four paid for by MeetNKY.
          • Mr. Gatlin reported that the City Council did not vote on the Flock cameras because no City money was spent; Mayor Fette added that it was brought before Council.
          • Flock owns the data and the storage retention time was reduced from thirty days to seven days.
