06-16-2026 Caucus Meeting Minutes

Mayor Jessica Fette called the caucus meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Tuesday, June 16, 2026.

The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson Hermes, Jennifer Jasper-Lucas, Diana Niceley, Rebecca Reckers, Renee Skidmore, and Renee Wilson.

Also present were: Mayor Jessica Fette, City Administrator Mark Collier, City Clerk Sherry Hoffman, Director of Finance/HR Kara Kramer, and Attorney Brandon Voelker.

CAUCUS DISCUSSIONS

Accounting Policies and Procedures, Investment Policies

  • Discussion
    1. Draft policies were provided to the City Council in their Meeting Packet for review.
    2. Ms. Kramer was present to answer questions.
  • Action Requested
    1. Request by Ms. Jasper-Lucas to clarify that “Political Activities” does not apply to council members.
    2. Municipal Order to be read for the Accounting Policies and Procedure at the July regular council meeting.
    3. Municipal Order to be read for the Investment Policies at the July regular council meeting.

Mayor and Council Pay

  • Discussion
    1. Mayor Fette sent the City Council the NKADD salary survey.
    2. Ms. Reckers stated the survey supported a mayor and council pay increase.
    3. Mr. Hermes stated he would update the draft legislation and remove the full-time mayor language.
    4. Legislation passed at this time would take effect in 2029 for future City Council terms and in 2031 for the office of Mayor.
  • Action Requested
    1. Mr. Hermes to amend the draft ordinance to support a mayor and council increase and remove the full-time mayor language.

Front Yard Fencing Amendment

  • Discussion
    1. Ms. Fields distributed material on autism.
    2. Mr. Collier discussed current processes available:
      1. Administrative reviews through the Fair Housing laws
      2. Board of Adjustment appeals if needed.
    3. Most were not in favor of changing the zoning code, which would allow everyone to have front yard fencing.
    • Action Requested
      • Mr. Collier to investigate the administrative process further.
      • Further discussion under Old Business at the July regular council meeting.

      Rules and Procedures of Meetings for City Council

      • Discussion
        1. Ms. Jasper-Lucas requested the removal of Section D of the codified legislation, Adhoc committees (task forces).
        2. Task force discussions could take place at caucus meetings with the City Clerk taking the minutes and staff present for input; requests for these meetings could be made at a regular council meeting.
      • Action Requested
        1. Ms. Jasper-Lucas would update legislation with her suggestions and send them to everyone.

      Parking on Jacqueline Drive

      • Discussion
        • Discussion referenced parking in the first cul-de-sac and the different steps the City could take.
          • The city could do nothing.
          • The city could have a city-wide cul-de-sac restriction.
          • The city could have limited restrictions.
      • Identified:
        • The issue could be speeding and not parking.
        • People rely on the on-street parking
        • There needs to be enforcement confirmation of the eight-foot parking rule.
      • Action Requested
        • Mr. Collier to determine if ordinances are being enforced.
        • Mr. Collier to meet with Kevin Quinn to review City cul-de-sacs and the City’s options.

        Mayor’s Address

        • Discussion
          • Mayor Fette addressed Ms. Jasper-Lucas’ June 2, 2026 response, presented during the Regular Council Meeting, regarding the Mayor’s memo concerning her communications with staff.
          • Mayor Fette answered Ms. Jasper-Lucas’ questions from the June 2, 2026 regular council meeting.
