Mayor Jessica Fette called the regular meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Tuesday, January 6, 2026.
Brian Nevins with Calvary Chapel of Northern KY gave the invocation.
Members of City Council and citizens pledged allegiance to the flag.
The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson Hermes, Jennifer Jasper-Lucas, Diana Nicely, Rebecca Reckers, and Renee Skidmore. Council Member Renee Wilson was not present.
Also present were: Mayor Jessica Fette, City Administrator Mark Collier, City Clerk Sherry Hoffman, Director of Economic Development/ACAO Nick Eads, and City Attorney Jack Gatlin.
MEETING MINUTES – M/S, Reckers-Nicely, that the minutes from the regular council meeting held on December 2, 2025 be approved as written. All ayes, no nays, motion carried.
APPROVAL OF AGENDA – M/S, Cahill-Reckers, to approve the agenda as presented. All ayes, no nays, motion carried.
SPECIAL PRESENTATIONS – Mr. Collier presented a video highlighting Affordable Athletic Supplements (AAS). Mr. Eads introduced Trevor Workman who spoke on behalf of AAS.
CITIZENS/PUBLIC COMMENTS – None
MAYOR’S REPORT – Mayor Fette reported that two necessary easements were received for the Narrows Road sidewalk project.
CITY ADMINISTRATOR’S REPORT – Mr. Collier reported on the following:
- Two new leases signed: Ameristop plaza and Nerf Battles, which would open in January 2026 on Rodeo Drive
- Two new franchises opened on Dixie Highway: Dairy Queen and Jimmy John’s
- Eons Park: Site prep study completed for area across from Eons dog park
- City Scholarship: Applications due March 6, 2026 by 4:00 p.m.
CITY ATTORNEY’S REPORT – Mr. Gatlin reviewed the legislation on the agenda.
REPORT ON CAPITAL PROJECTS AND REPORTS FROM DEPARTMENT HEADS – Mr. Collier reported on the following:
- Deerchase/Thorntree/Skye Street Project – The project was extended to Spring 2026 with a May 1, 2026 completion date.
- Concord Drive Project – The Northern Kentucky Water District completed their project, the City’s street reconstruction project was scheduled to begin Spring 2026.
- Locust Street Park – A bid opening was scheduled on January 22, 2026 for street improvements.
- Eons Park – The fencing for the Dog Park paddocks went out to bid in early November and the project was awarded to the Legrand Fence Co.; the project would begin when the materials are in and/or the weather cooperates.
- Sherbourne Park Parking – A bid opening was scheduled on January 22, 2026 for parking improvements.
REPORTS OF TASK FORCES
- Cherry Hill – Ms. Jasper-Lucas reported on the following:
- The task force was still in existence.
- Erlanger and Boone County officials met regarding issues caused by semi trucks entering through the Boone County section of the neighborhood and exiting through Erlanger; these issues were remedied.
- Police Chief Mike Leming reported a significant reduction in semi-truck issues in the Cherry Hill subdivision since 2021.
- Parks Master Planning – Mr. Hermes reported on the following:
- Eighteen people attended the meeting earlier that day and walked the Spine at Eons
- The next meeting would be tentatively held on March 3, 2026.
BIDS – None
UNFINISHED BUSINESS – None
NEW BUSINESS – Ms. Reckers requested a caucus meeting to discuss legislation proposed by the Small Business task force.
Ms. Niceley thanked the Erlanger Police Department for the opportunity to ride with them on December 21, 2025.
Ms. Jasper-Lucas requested the following:
- Caucus Meeting – Discussion to reduce insurance premium taxes
- Caucus Meeting – Discussion of speed humps; she requested data from the Police and Public Works Departments
- Caucus Meeting – Discussion of 24 hour limit for on-street parking and impoundments.
Mr. Hermes requested a caucus meeting to discuss the Mayor’s salary.
Mayor Fette requested a caucus meeting to discuss task forces.
LEGISLATION – Mr. Gatlin read the first reading of an ordinance amending the Erlanger Zoning Code by, (1) amending the definition of qualified manufactured homes, (2) amending the definition of single-family detached dwelling to include qualified manufactured homes, (3) removing qualified manufactured homes as a separate use, (4) removing use specific standards for qualified manufactured homes and (5) making any other necessary revisions for compliance with Kentucky House Bill 160.
Mr. Gatlin read Municipal Order No. 01-06-26-01 making the written determinations required by KRS 82.083 for the sale or other disposition of property owned by the City. M/S, Reckers-Fields, to approve the municipal order as written. All ayes, no nays, motion carried.
