Mayor Jessica Fette called the regular meeting of the Erlanger City Council to order in the City of Erlanger Council Chambers at 7:00 P.M., Tuesday, December 2, 2025.
Brian Nevins with Calvary Chapel of Northern KY gave the invocation.
Members of City Council and citizens pledged allegiance to the flag.
The following Members of City Council were present: Tom Cahill, Chris Farmer, Michele Fields, Tyson
Hermes, Jennifer Jasper-Lucas, Diana Niceley, and Rebecca Reckers. Council Members Renee Skidmore and Renee Wilson were not present.
Also present were: Mayor Jessica Fette, City Administrator Mark Collier, City Clerk Sherry Hoffman,
Director of Finance and Human Resources Kara Kramer, and City Attorney Jack Gatlin.
MEETING MINUTES – M/S, Reckers-Farmer, that the minutes from the regular council meeting held on November 4, 2025 be approved as written. All ayes, no nays, motion carried.
APPROVAL OF AGENDA – M/S, Farmer-Reckers, to approve the agenda as presented. All ayes, no nays, motion carried.
SPECIAL PRESENTATIONS – Mr. Collier presented a video highlighting the non-profit organization
St. Vincent de Paul, Northern Kentucky, which had been in Erlanger since 1969.
John Chamberlin with Chamberlin Owen and Company provided the Fiscal Year 2025 audit report.
Ms. Jennifer Jasper-Lucas requested digital copies.
CITIZENS/PUBLIC COMMENTS –
- Chris Herrmann – He asked City Council to publicly disavow proposed legislation giving police officers the ability to question someone’s citizenship
- Mark Raleigh – He requested a resolution regarding the impoundment of his vehicle; the impoundment resulted from a parking courtesy notice he received; he asked that this matter be reviewed. Mr. Gatlin advised it would be discussed during the Leadership Meeting on the following day and that someone would contact him.
- Kelly Pierce and Jennifer Wiehe – They represented the Department for Community Based Services to discuss the need for foster care.
MAYOR’S REPORT – Mayor Fette reported that approximately 60 people attended the Erlanger Business Council’s Holiday Social.
CITY ADMINISTRATOR’S REPORT – Mr. Collier reported on the following:
- Tree Lighting Event – December 5, 2025
- Holiday Decorating Contest – December 12-14, 2025
- Depot Museum – December Train Exhibit and toy drive
- Holiday Light Recycling Program – December-January 31, 2026
CITY ATTORNEY’S REPORT – Mr. Gatlin had nothing further to report.
REPORT ON CAPITAL PROJECTS AND REPORTS FROM DEPARTMENT HEADS – Mr. Collier reported on the following:
- Deerchase/Thorntree/Skye Street Project – Project end date extended to Spring 2026
- Narrows Road Sidewalk Plans – In the design phase
- NKWD Concord Drive Project – City is working with the NKWD, project should be completed in Spring 2026
- Locust Street Park – No updates at that time
- Eons Park – Parking lot and fencing completed.
REPORTS OF TASK FORCES –
- Parks Master Planning – Mr. Hermes reported the next meeting would be held on January 6, 2026, 5:00 P.M. at Eons Park
- Beautification – Ms. Niceley reported there would not be a meeting held in December.
BIDS – Mr. Collier reported on the following:
- Eons Park Dog Paddocks Fence Project – Three bids were received; the project was awarded to LeGrand Fence in the amount of $26,580.00.

LEGISLATION – Mr. Gatlin read the second reading of Ordinance No. 2589 amending the Erlanger zoning ordinance removing a requirement that all new dwelling units must have at least one attached or detached garage within the R-MF (residential multi-family) zone. No discussion. M/S, Reckers-Jasper Lucas, to approve the ordinance as written. All ayes, no nays, motion carried.
Mr. Gatlin read the second reading of Ordinance No. 2590 amending the zoning map of the City of Erlanger, County of Kenton, changing an area of approximately 45.03 acres located on the north side of Dolwick Drive between Crescent Springs Road to the east and Turfway Road to the west, approximately one miles west of Crescent Springs Road, in Erlanger, from BP (Business Park) zone to R-MF (multi-family residential) zone. Discussion followed. M/S, Reckers-Farmer, to approve the ordinance as written. Six ayes (Hermes, Cahill, Farmer, Niceley, Reckers, Fields), no nays, one abstention (Jasper-Lucas), motion carried.
Mr. Gatlin read Municipal Order No. 12-02-25-01 approving the Mayor’s appointment of Nick Eads as Director of Economic Development/Assistant City Administrator, pursuant to KRS 83A.080(3), effective December 8, 2025. M/S, Hermes-Reckers, to approve the municipal order as written. All ayes, no nays, motion carried.
Mr. Gatlin read Municipal Order No. 12-02-25-02 approving the re-appointment of Noah Osterhage and Eric Rolf as members of the Board of Adjustment for the City of Erlanger. M/S, Hermes-Farmer, to approve the Municipal Order as written. All ayes, no nays, motion carried.
Mr. Gatlin read Municipal Order No. 12-02-25-03 approving the re-appointment of Vicki Kyle and Tom Mauntel as members of the Urban Forest Commission for the City of Erlanger. M/S, Reckers-Fields, to approve the municipal order as written. All ayes, no nays, motion carried.
Mr. Gatlin read Municipal Order No. 12-02-25-04 approving the re-appointment of Mayor Jessica Fette as the representative of the City to the Planning and Development Services of Kenton County (PDS) and the re-appointment of Council Member Tyson Hermes as the alternate effective January 1, 2026.

Mr. Gatlin read Municipal Order No. 12-02-25-05 approving the re-appointment of Mayor Jessica Fette as the representative of the City to the Ohio Kentucky and Indiana (OKI) Regional Council of Governments effective January 1, 2026.
