Property Tax Moratorium Program to Support Investment & Revitalization
Eligibility
The Redevelopment & Assessment Moratorium Program (RAMP) allows eligible property owners to make substantial improvements—such as repairs, rehabilitation, restoration, redevelopment, or full reconstruction—while temporarily deferring the increased taxable value created by those upgrades for up to five (5) years.
Incentive Details
RAMP is authorized under Section 172B of the Kentucky Constitution, which permits local governments to defer the taxable value of qualifying improvements for up to five years. The program is designed to remove barriers to investment and promote property upgrades that contribute to safer, more attractive neighborhoods and thriving commercial areas.
The moratorium applies to qualifying improvements made to:
- Commercial structures at least 20 years old with improvements exceeding 40% of the current assessed value.
- Residential structures at least 25 years old with improvements exceeding 20% of the current assessed value.
- Properties undergoing complete demolition and rebuild, as long as reconstruction begins within 12 months.
Application Requirements
Eligible applicants must submit an application within 30 days prior to beginning work. Upon approval, the property will be appraised at fair cash value as of the application date. Property owners will have two years to complete the improvements, with the potential for up to two additional years through extensions.
Once work is completed, the City will conduct an on-site inspection to confirm the improvements. If verified, the City will issue a moratorium certificate and the moratorium will take effect on the next assessment date.
